This picture was taken in 1970.  The student in this picture is currently a 5th Dan, and is an instructor.

At the bottom of the sign in this picture is evidence that this dojo joined the Korean Government Education Center program in 1970.  This program made each dojo have certain requirements, such as a changing room, office, and washroom, as well as determining the minimum sizes for each room of the dojo.  It also ensured that the instructors had background checks and were only allowed to register if they had a clean criminal record.  This was optional for all entities providing education.  Before this time, each dojo was allowed to teach without certification.  When a new president came into office, the program was made mandatory, otherwise fines were issued.

The inscription at the bottom roughly translates to "Pyongtaek Education Center License Number 39."
